上诉

　　要真正做到公正必须有促裁和上诉这两个环节。建立这种措施的责任，也许要由国家级的基金机构或专业机构来担当。投诉人、用人单位和衽，都有平等的利用促裁和上诉机制的权利。

　　民意陈情小组

　　可能有这种情况，某个科学家对另一个（很可能是地位比他高的）科学家行为产生了怀疑，但不知如何是好。针对此情况，德国DFG调查团建议设立一个国家级的民意陈情机构，这是一个小型的委员会。它的职责是帮助那些对科学行为规范的执行有问题、或认为某些行为已损害了科学行为规范的科学家或学者，向他们提供忠告。它每年公布它的工作报告。

　　这种类型的调解人或调解委员会可以成为一受信任的第三方，以便科学家可以向他们倾诉他们的问题，它可以缓解由于各种传闻造成的孤立感，并能提供无法从当地得到的忠告。当大学或研究所被认为严重涉嫌，可能有问题时，民意陈情小组可以把案例执接过来。但该小组无权调查对不正当行为的投诉。除了上述已有的作用外，按照上述方式建立的调解委员会，还将向公众和政府发出一个明确的信号，说明科学界的自律是十分严肃的。

　　德国DFG民意陈情小组是一个三人委员会，开展活动已有一年左右，它的第一个工作报告已交给DFG主席团。
