CERNET has a three-layer hierarchy (the nation-wide backbone, regional networks and campus networks). The CERNET national backbone uses Digital Data Network (leased line) offered by China's Ministry of Post and Telecommunication (MPT). It forms a leafy topology and it has eight international links connected to the Internet, three in United States via Sprintlink and Global One with the transmission speed of 128Kbps and 2Mbps; one in Hong Kong and on in Germany, with same transmission speed of 64Kbps, two in Canada with the transmission speed of 2M+2M, one in the United Kingdom with the transmission speed of 256K, and the total speed is over 7M. In China, CERNET has already hooked with the university network of Hong Kong, with CHINANET of MPT, with CASNET of China Academy of Science , and with CHINAGBN of the Ministry of Electronics.

CERNET finished its first phase of implementation in December , 1995. Currently, there are more than 450 universities, some middle schools, and some education research entities connected to CERNET from all provinces.

Located at Tsinghua University, the CERNET national network center is responsible for the construction, operation and management of CERNET. Its functional branches are Network Operation Center (NOC) , Network Information Center (NIC), High Performance Computing Center (HPCC), Education and Training Center (ETC), Technical Support Center (TSC), Research and Development Office (R&D), Users' Service Center (USC).

The ten regional network centers and main nodes are distributed among ten universities in Beijing, Shanghai, Nanjing, Xi'an, Guangzhou, Wuhan, Chengdu, and Shenyang, respectively. Playing an important role in CERNET, regional network centers are responsible for the operation and management of regional networks, as well as the network designing and construction in the specific region where it is located and the admission of institutions and users within their domains into CERNET. Regional network centers also provide tech distributed among 10 universities in 8 cities, the regional network centers and main nodes function as the bridge between the campus networks and CERNET. Their functional branches include NOC, NIC and other branches similar with the national center's.
